Die Graduate School of Library Service wurde durch Gesetz der Alabama Legislature gegründet. 1989 wurde sie zur School of Library and Information Studies. Die Schule fusionierte 1997 mit dem College of Communication zum College of Communication and Information Sciences. Section 11-43-9, Alabama Code 1975, provides that „the fees, wages, allowances, or remuneration of a public servant whose election or appointment is required or approved under the provisions in force (Title 11) may not be increased or reduced during the term for which he or she was elected or appointed and, in no event, free funds may not be paid to an employee or executive employee in addition to his or her salary.“ In such cases, these costs must be recovered by the official and paid into the municipal fund. See section 11-43-6, Alabama Code 1975. Except as otherwise provided by law and the Contract is not limited, any agency under contract to provide or exercise any service or power pursuant to Chapter 102, Title 11 of the Alabama Code, is fully entitled to act within the jurisdiction of all procuring entities, to the extent necessary for the performance of the purposes of the Contract. Any municipality or county which is a Contracting Party shall adopt all regulations, decisions or directives necessary to empower other contracting entities to fulfil their contractual obligations and responsibilities.
